The governor of Georgia when the last of the palisades were built around Savannah was James Wright, who served from 1760 to 1776. During his tenure, Savannah became a significant port, and the term "crackers" emerged to describe certain groups in the population, often viewed as undesirable by the elite. Wright's administration was marked by efforts to strengthen the colony's defenses and promote trade.
