Ultimately, the Romans. The High Priests wanted him dead, but the High Priests did not have more say in the situation than the Roman procurator (Pilate) did. Pilate, of course, tried to "wash his hands" of the whole thing, but that does not change the fact that Pilate could have stopped it - he didn't.

Jesus was put to death to die for our sins. If Jesus didn't go to the cross we as human beings would not be able to ask God for forgiveness for all our sins. But Jesus rose again. Hallaelujah Brother!
Jesus would not have been put to death except there were a death warrant issued by the Roman Governor, Pontius Pilate. There was. He was. And Pilate gave sentence that it should be as they required. (Luke 23:24)

Christianity is based on the death and resurrection of Jesus Christ. Jesus was put to death on a cross so Christian churches use a cross as their symbol.
The Emperor of Rome at the time of Jesus' death was Tiberius Claudius Nero Caesar, but he did not kill Jesus. The only way Rome had a part in Jesus' death is that the land of Judah was under Roman control and the Jews could not put a person to death but had to appeal to Rome to crucify a person. The Jewish leaders wanted Jesus dead and so they appeal to Pontius Pilate, who was the Procurator (like a governor) to put Jesus to death. He obliged them.
Jesus knew He would soon be put to death and prayed in the Garden of Gethsemane.
