For instance if there is a military force set up along a beach you can send in the Navy Seals and the Marines in first. The Seals can do initial stealth work. If you have a land locked nation for an enemy you need to to aerial reconnaissance and plan an initial strike from air and send in the Marines and the special forces if needed. You have to plan according to the layout of the enemy and the type of armament you will need to defeat their weapons and forces. Sometimes the tanks and infantry need to go in first.
