He was a great Avatar who came to Earth to perform a mission along with certain other special intelligences at that time. RamaKrishna, of course knew and worked quite closely with Narendranath even before his incarnation into terrestrial existence as various incidents and remarks from his guru would reveal. Although Naren was technically a Master of advanced spiritual potential nevertheless he had to operate under certain karmic limitations imposed by an Earth incarnation as well as other limitations which designed to ''damped down'' his spiritual vibrations so as to allow him to work among people without harming them inadvertedly or causing early permanent release from his Earthly duties before his mission is accomplished.

He said he saw in meditation that Vivekananda was one of the sapta rishis (seven sages) ...
He also said that swami Vivekananda was sage Nara of the twins Nara-Narayana
His mother prayed to lord shiva to be born as his son...
so these 3 beliefs are popular among his devotees
that he was lord Shiva himself
that he was one of the seven sages and
that he was sage Nara
