I assume you are talking about Ancient Egypt. If you're referring to mythology, then the ruler of the Nile was the God Hapi, the Spirit or Essence of the Nile. Hapi was typically depicted as a man with a pendulous belly, the breasts of a woman, wearing on his head clusters of Nile plants.
