Pericles was influential but not a ruler. Under the radical democracy system he introduces any citizen could be appointed - most were selected by lot from among the citizens, and to offset this, they were appointed in large numbers to ensure that there were some sensible and responsible ones in the mix. There was a council of 500 of which 50 were on duty 24/7. The exception was the ten generals - the people were not about to be led in war by some idiot whose name was drawn out of a barrel so each of the 10 tribes nominated a general they could trust.

Pericles was never ruler of Athens. He established a radical democracy where the male citizens met in fortnightly assembly and mad decisions on how the city-state was run. Pericles called himself First Citizen and had to persuade and convince them to vote for propositions he raised, not all of which succeeded. When the tide was going against him, he manoeuvred Athens into war with the Peloponnesian League to re-establish his influence.
First an oligarchy headed by Cimon after the Persian invasion, then briefly Ephialtes who brought back democratic government, then Perricles until his death from the plague, then a series of populists who led the city decline.
