Mary was there naturally because she was His mother. Then Joseph, the man who was Mary's husband was there. Then a short time later that night some shepherd's came to see Jesus as they had been told of the birth and where to find the Christ Child. We do not know how many shepherds were there.
It was much later, before the wise men showed up (some persons believe it could have been two years later).
