No. First, it should be noted that this is a media-created term. There is no such word in government. The first president associated with it was Richard Nixon in the early 1970s, although it may have also been used earlier than that. It was a name that referred to "experts" or "advisers" hired to supervise a specific area of the government. Bill Clinton and George W. Bush had "czars" too, so Mr. Obama's use of these experts is nothing new.
Unless Congress has authorized this, he has no such power. I've been searching all the bailout legislation and haven't seen anything about a "car czar" yet.
