Arlington was owned by decendents of Martha Washington (George Washington's wife) -the Custis family. The daughter Mary Anna Custis married Robert E. Lee. As part of Lee's surrender he had to also surrender the property. There were MANY soldiers buried there when it was used by Civil War troops. The first to be buried there I did not find but here is a link to the history.

Plenty of unknown soldiers and slaves were buried in Arlington National Cemetery during the Civil War, this is when it became designated as a military cemetery.

The first person buried at the Tomb of the Unknown Soldier was an unknown soldier from WWI
