It was the winter quarters of the army. Washington and his officers were also there and at one point Martha Washington joined her husband. There is fallacy that the men were cold and starving at Valley Forge. Not true. The historians with the National Parks have found that they were well fed and warm, but Washington would not admit this to Congress. He knew that if they thought he was doing well the funds would dry up, so he "spun" the facts.
