I'm not 100% sure, but in Bluestar's Prophecy, the WindClan leader was Heatherstar, the deputy was Reedfeather, and Tallpaw was an apprentice. I believe it mentioned in the book that one cat thought Talltail would be the leader soon.

After all, in code of the clans, he was there after Mosskit died and supporting Snowfur's decision to take in her sister's daughter. He was also recorded to be one of the oldest cats in StarClan.
Also, it's recorded by one of the erins that SkyClan was disbanded about 20 years ago.
Before Tallstar, the leader of WindClan was Heatherstar. She was known for her wisdom and fairness as a leader.
