The French had the idea to build a canal across Panama first and they started the project; after about their sixth year working on the canal they ended up going bankrupt. that is when the US showed interest in buying the canal for the French, but Columbia, who at the time owned Panama, would not allow the purchase. An agreement was made with Panama to help them get their independence the US would be allowed to finish building the canal.

The french started the canal but the workers died of disease and it was costing the french to much money so the Americans ended up taking over and finishing the canal.

In 1524 it was suggested to King Charles V to create a canal across Panama to easily plunder the riches of Central America. Who suggested this is unknown but it probably was suggested by every ship's captain that sailed there. A concrete plan was developed in 1529 by this very king, but wars in Europe kept them from continuing the idea.
The Colombian government had been blocking U.S. plans to build a canal in Panama. So Teddy Roosevelt supported Panamanian rebels to get what he wanted.
