Woodrow Wilson proclaimed the first Armstice Day (this would later become Veteran's Day) in 1919. Later, after World War II, President Dwight D. Eisenhower called for the formation of a Veteran's Day National committee. The Administrator of the Dept. of Veteran's Affairs, Harvey V. Higley was chairman of that committee.
