The Operator of the well and the lease (Mississippi Canyon 252) have primary responsibility for the oil spill. This is British Petroleum (BP). For this reason, BP paid for the clean up effort.
However, investigations are underway to identify the causes of the accident. As a result of these investigations, it is possible that actions of Transocean rig crew, (Transocean owns the Deepwater Horizon rig), may have contributed to the accident.
Also, it is possible that Halliburton contributed to the accident, as they prepared the cement used in the Macondo well. It is generally believed that the cement was unstable (not of uniform density) when it was used.

Probably during the hurrican season, when a really big hurricane allows some the oil to flow from the Gulf of Mexico into the Atlantic Ocean.
it has loads the fish ect are dieing in the sea because od the oil people who have sheares with bp will more then likely lose there money... the bussniess in gulf is gone rock bottom because of the oil spil.. the spil happend because bp didnt fix it.... witch means the usa wont let them take oil from there again and it will be hard for another company to ask without the usa being wery
BP, formerly known as British Petroleum is ultimately responsible for the spill. There is however, plenty of blame to go around. Trans Ocean operated the rig, Halliburton put in the concrete plugs, and the Interior Department was totally lax about standards of safety relying on the industry to police itself. (And we saw how well that worked with Wall St. and large banks!)
