In a way. Ukraine is a part of Russia, and Russia is the largest country in the world. Ukraine is quite small actually.
Ukraine is a neighbor to Russia, and Russia is a much larger and more powerful country than Ukraine. Historically Russia has dominated Ukraine. In order for Ukraine to maintain its independence, it wants to ally itself with the Western World. If Ukraine is allied with the West, it will not have to worry about Russia attempting to dominate its foreign policy because it will have the protection of NATO.
