Thomas Holliday Hicks (born September 2, 1798 in East New Market, Maryland; died February 14, 1865 in Washington DC) succeeded Thomas W. Ligon as the thirty-first Governor of Maryland, serving between January 13, 1858 and January 8, 1862, including the whole of 1861.
In the early Spring of 1861, there was a good degree of enthusiasm for many Marylanders to join the Confederacy. This created a crisis and Governor Thomas Hicks prevented a secessionist vote in the state by refusing to allow the legislature to meet for a vote on the issue. President Lincoln moved Federal troops into Maryland to prevent a vigilante movement to take place. When the Maryland legislature met in May of 1861, many members of the legislature urged neutrality rather than secession.
