Emanuel L. Philipp (born March 25, 1861 in Honey Creek, Wisconsin; died June 15, 1925 in Milwaukee, Wisconsin) succeeded Francis E. McGovern as the twenty-third Governor of Wisconsin, serving between January 4, 1915 and January 3, 1921, including the whole of 1917.
