Lieutenant-General Idriss Déby was the President of Chad in 1999. He came to power in a coup on 1990 December 2 deposing then president Hissène Habré. Elected as president in 1996 March, he was re-elected in 2001. In 2006 he removed the two-term presidential limit. Attempts to remove him from power were made in 2006 and 2008, but both failed. He was subsequently re-elected in 2006, 2011, and 2016, amidst boycotted elections.
