Twenty-five states made up the Union during the civil war. These include five slaves states that were referred to as border states. Nevada and West Virginian became states during the Civil War and joined with the Union states.

I believe that was West Viginia. This state separated from Virginia who joined the Confederate States. They chose not to secede but rather separated and formed a new state that became a "border state".

All of the states at that time either stayed in the Union or joined the Confederacy. Geographically. Geographically, there were no states in between the two nations. The Border States is the term given to the slave states that chose to stay in the Union. They included Kentucky, Delaware, Maryland, Missouri and West Virginia. (West Virginia succeeded from Virginia after Virginia succeeded from the Union in order to avoid fighting for the Confederacy.) They were all near the border of the Confederacy. They knew that whichever side they chose, there would likely be fighting on their territory.
The union of the states
To gather confederates is to bring others into your group or cause. In other words gathering others of like mind or opinion together under one cause. In this case the states that were seceeding from the Union were called the "Confederate" states. The Union being the "United States of America" the south chose the "Confederate States of America" to title in like kind.
When picking from the Union and the Confederacy, I would choose the Union because they were for slave's freedom.
Virginia, Arkansas, Tennessee, and North Carolina all stayed in the Union after the mass exodus of southern states. Once Lincoln ordered all Union states to gather together troops to help fight the Confederacy, the four chose to leave the Union instead of raising arms against their "Southern Brothers" as they called it!
