Plato was one of the first astronomers to state that the earth was the center of the universe. However the concept that the earth was the center of the universe dates back prior to this due to the lack of technology to see beyond the earths atmosphere to see that the sun is the center of our Galaxy the "Milky way."
I suspect Ptolemy is your man. He constructed a model of the solar system that was earth-centered. The model was incredibly complex in order to account for the retrograde motion of the planets. Copernicus came up with a better model that moved the sun into the center of the solar system and had the earth orbiting around the sun. This simple move removed the complexities of the Ptolemaic model, but infuriated the Catholic Church at the time. Galileo championed the Copernican model of the solar system, which got him in trouble with the Church and resulted in his house arrest.
Ptolemy produced an earth centred model in the second century AD. In 1453 Copernicus created the helio-centric model.
