The answer to this question is subjective, because it depends on what you mean by the strongest ruler. I might choose William the Conqueror, King Henry II of England, Frederick Barbarosa, or King Louis IX of France.
it all depends what you think is the best aspect. Henry Tudor brought peace to Britain but some might say (you didn't say it had to be English kings) Harold hardraada the last bloodthirsty viking king. some might say king Alfred the great who defended England against vikings. try looking up other ones such as William of Normandy also known as William the conqueror.
There were a number of great leaders, but I would guess the one most people would choose would be Charlemagne.
