For most of the war, there was no General-in-Chief of the Confederate armies. The President, Jefferson Davis, saw himself in that role, but proved to be a bad chooser and user of Generals.

Eventually he appointed Robert E. Lee (the obvious choice) to that post, but it was too late to make any difference.
