For most of the war, there was no Confederate General-in-Chief. The President, Jefferson Davis, tried to fill this role, but was badly out of his depth.

Not till January 1865 did he decide to appoint someone to this job, and it went to the only possible choice, Robert E. Lee. It was too late to make any difference.
