The first covenant in the Bible is the covenant between God and Noah after the Great Flood, where God promises to never again destroy the world with a flood and establishes the rainbow as a sign of this covenant.

Depends upon how you view the first covenant. If the first covenant was with Adam and Eve, then the second covenant was with Noah (Genesis 6:18). If the first true convenant was with Noah, then the second covenant was with Abraham. (Genesis 15:18)
Although there are special categories of people who are charged with upholding the Covenant, such as the Kohanim, the Kings and the Sages, in actuality every Jew is expected to do his/her part, through their Torah-observance (Exodus 19:6).

The second covenant was not made between God and Abraham. It was made between God & Moses at Mount Sinai. This is where the ten commandments originated.
