The first Black police officer and city employee in the history of the city of Ocoee, Florida, which is located in Orange County, Florida is Frederick Leander Holsinger. He was hired in September of 1986, by the Chief of Police William Brandt ( See September 23rd 1986 newspaper issue of the Orlando Sentinel for news article on Mr Holsinger hiring; also see the Winter Garden, Florida newspaper "The Times" article on Mr Holsinger's hiring, on September 25th 1986 issue of same newspaper. A Ms Mildred A. Williams was the reporter who wrote the Orlando Sentinel article on Mr Holsinger). Prior to joining the Ocoee Police Department, Mr Holsinger was a police officer for the City of Richmond, Indiana Police Department. Mr Holsinger was hired by this police agency in December 1977, under the adminstration of Police Chief Charles R. Chris. Mr Holsinger served for this agency for a period of eight and half years before leaving in May of 1986 to continue his career in law enforcement in the State of Florida. Before being hired by the City of Richmond, Indiana as a police officer, Mr Holsinger became the first sworn Black Deputy Sheriff hired in the history of Wayne County, Indiana (hired date was January 1977) under the administration of Sheriff John O. Catey. Mr Holsinger served as a police officer for the city of Ocoee, Florida until accepting employment as a Deputy Sheriff with the Orange County Sheriff's Office in Orlando, Florida on March 23rd, 1987. Mr Holsinger worked in the Uniform Patrol Division and later the Court Services Section before retiring in May 2010.
