Because those that held the office earlier were titled State Presidents, it can be said that Josiah Bartlett was the first to be called Governor although that name change did not take effect until he was already the fourth person to hold the office. Meshech Weare served as the first President of New Hampshire but it was not a US State until 21 June 1788 when John Langdon was already in office serving his second (but not consecutive) term as President of New Hampshire.
The answer is also further complicated because holding the office after having held it before does not correctly record you as the second, fourth, eighth and tenth governor (or President) as was the case with John Langdon or as the third and fifth governor (or President) as was the case with John Sullivan.
