Star-crossed lovers
They first meet at a party at Juliet's parents' house. Juliet is being presented at the party so she can get to know a prospective suitor, Paris. Romeo is there to try to catch a glimpse of a girl he fancies called Rosaline, for which reason he has crashed the party.

Juliet asks for Romeo to prove his love by making a sincere commitment to her through marriage. She wants him to solidify their relationship and show that his feelings are true and lasting.
"What, shall this speech be spoke for our excuse? Can I go forward when my heart is here? He jests at scars that never spoke a word, If I may trust the flattering truth of sleep" There are actually four scenes in the play where Romeo has the first line.
Romeo speaks in scenes 1 and 2 of Act 1 but we don't hear Juliet until scene 3.
The Prologue is spoken by the Chorus, but the first line in Act 1 Scene 1 is spoken by Sampson, of the Capulet house.
He says "If ever you disturb our streets again Your lives shall pay the forfeit of the peace." Act 1 Scene 1 lines 102-3
They met during the feast at the Capulet's (Juliet's family) home, Romeo fell in love with her. He hid behind the curtain and grabbed her by her arm and that's when they first spoke to each other.
