The first recorded was Noah (Genesis 8:20). Others MAY have, but there's no record of it.

In Genesis 4:3-4, Cain and his brother Abel were the first people to give offerings to the Lord, and in those times, offerings were made on top of alters. The Bible does not specifically say they built one, but it's a safe bet they did. But just in case, the first person the Bible actually says that they built an alter was Noah in Genesis 8:20.

He offered a sacrifice, but it does not say it wan an altar. The first recoded "altar" was Noah after the flood.
