Another View: It is unlikely that this question can ever be answered. Mankind, operating within even very early primitive societies, has always had some type of established social order which operated for the 'common good' of the group. Even back then, although there were no jails as such, forced isolation or being outcast from the group served the same purpose. It was their 'penance' forcommitting transgressions against the group collectively, or individual members of it.
