There was a group of people, but mainly Friedhelm Hillebrand of Germany. He found that cell phone carriers could offer text messaging at basically no expense to the carrier. Meaning, there was already room on the cell phone network that was being used for voice calls, so the carriers could simply use space that already existed on the network.

This is why cell phone companies make a fortune from charging for text messaging.

Hillebrand is also responsible for text messages being 160 characters or less. He came to the conclusion that 160 would be enough because an average post card had 150 characters or less.
