Robert A. Millikan conducted many experiments throughout his long, distinguished career. If you're referring to the famous "oil drop" experiment that measured the quantum of electric charge, Millikan and Harvey Fletcher performed that particular one in 1909.
Mengele performed medical experiments on the inmates. This included atrocities such as sterilization and unnecessary surgery (even sewing twins together to make them "conjoined"). Perhaps most famous is his experiments on twins. He believed that he had a rare opportunity to make sure a set of twins would die at the same time, and he would perform autopsies. He was known as the Angel of Death.
Robert Milliken
Robert A. Millikan conducted the oil drop experiment in 1909 to determine the quantity of charge on an electron. By measuring the forces acting on charged oil droplets in an electric field, he was able to calculate the charge of an electron as approximately 1.6 x 10^-19 coulombs.
Dr. Joseph Mingele was in charge of medical experimentation at Auschwitz Death Camp during WWII. He was perhaps better known for his experimentation with twins. Many of the experiments were fatal, although there were a few survivors.
