In this melee for power, Octavian began his political maneuvering, Antony was declared a public enemy, a mini civil war broke out, Antony was finally reconciled and the second triumvirate was formed.

To summarize: Brutus, Cassius, Antony and Octavian all were leaders attempting to take control of the Roman Empire.

The terms are optimates and populares, not optimists and populists. Optimates means 'the best men'. It was a traditionalist faction which wanted to preserve the pre-eminence of the aristocracy within the Romans institutions and favoured the economic interests of the aristocracy; hence 'best men.'
