Joseph Ignace Guillotin in 1789 stood before the National Assembly and proposed that offences of the same kind should be punished the same way. He suggested all punishment should be by decapitation. So Antoine Louis a physician to the king formed a committee of which Guillotin was on. A fellow by the name of Laquiante with the help of Antoine Louis designed the machine. They had the prototype constructed by a German engineer. And of course named the machine after Joseph Ignace Guillotin.
