It was president Richard Nixon who finally pulled all U.S troops from Vietnam.
President Eisenhower sent US troops to Vietnam in 1955, President Ford pulled out the last US troops in 1975.
Richard Nixon is responsible for calling a cease-fire to end US bombing of North Vietnam. Shortly thereafter, all of the other actors in the war agreed to the cease-fire.
President Ford had to send in US Marines and US Sailors to help evacuate Saigon in April 1975.

Australia began exiting the war in Vietnam in 1970 and most all troops were out of the country by 1973. They did briefly send troops back in 1975 to help Australian embassy workers evacuate during the Fall of Saigon.
