Samuel was a prophet in The Bible in the Old Testament. He anointed Saul, the first king of the israelites. Then he later anointed David, who became the next King. In his younger years, Samuel was taught under a levitical priest named Eli.

No. Samuel was a Levite, (Hebrew) born to Elkanah and Hannah. Elkanah was called an Ephraimite and that was because the Levites, the priestly tribe of Israel, were called by the name where they served. Samuel was a priest, prophet and a judge.

You can read the interesting story of Samuel in the Book of I Samuel.
