The ruler of Russia that seized territory from Poland was Catherine II, also known as Catherine the Great. Her reign lasted from July 9, 1762 to November 17, 1796.

Poland doesn't actually exist as a nation in ww1. It was created after the end of the war by the Peace treaties. The ruler of where the Poles lived then was the Czar of Russia, it was part of the Russian Empire.
He was to be the first leader of Poland after the period of Poland's participation, there was no rules how to set up the executive. He became the regent (the one who is acting when a king is absent) and later on he was called unofficially Chief of State and he was Poland's number 1, even if he never became a president (legally the no 1). He was the authoritarian ruler but he led country to the independence and stability.
