Pemberton comanded the Army of Mississippi.
Vicksburg Southern Railroad was created in 2006.
Vicksburg was the site of the siege, not a commander of the battle.
The northern objective was to capture Vicksburg, to gain control of the Mississippi. The southern goal was to keep control of the Mississippi by keeping Vicksburg in southern hands.

In late December of 1862, Southern commander John C. Pemberton had only 20,000 troops to defend Vicksburg. His orders were to defend the city indefinitely. At the time it was sufficient in that the city was high on a mountain bluff and his location was a dry one as compared to US Grant's forces that encountered almost impassable swamps in the lowlands surrounding the city.
The garrison commander was John C. Pemberton, and his area commander was Joseph E. Johnston.

US Naval commander Samuel P. Lee was the first Union commander to demand the surrender of Vicksburg Mississippi. This demand was made on May 18, 1862. Lee was the captain of the USS Oneida. Just prior to this the City of New Orleans was captured and Baton Rouge also fell. The Union navy then set its sights on Vicksburg.
