For starters, her own family was trying to kill Cleopatra. Her brother, Ptolemy XIII drove her out of Alexandria and she would have been killed on sight if she reentered the city. Her sister Arsinoe had many supporters and they would have liked to see Cleopatra dead. Herod the Great was only prevented from killing her out of respect for Marc Antony. There were malcontents in her own city of Alexandria who, it given the chance, would have killed her.
