Look at what Jesus is saying: "...theirs is the Kingdom of Heaven... they shall inherit the earth... they shall obtain mercy... they shall see God... for THEY SHALL BE CALLED THE CHILDREN OF GOD..." (Matt.5:3-9).
Jesus is talking about "God's saints"... God's future family... HIS CHILDREN!
He speaks for 3 chapters, actually - 5 through 7. And He is describing THE CHARACTER TRAITS OF A CHILD OF GOD.
They are "poor in spirit" [humble]. They are "meek" [slow to anger: Moses was a "meek man" - Num.12:3. It took a lot to get him pissed. But when he finally did, coming down from Mount Sinai... NOT ONE OF THE IDOLATROUS ISRAELITES DANCING AROUND THOSE GOLDEN CALVES COULD STAND BEFORE HIM AS HE RAGED THROUGH THEIR MIDST! Jesus, too, was a meek man... but, on two separate occasions, He raged through His Father's house, the Temple... and none could withstand Him]. God's Children are meek... slow to anger.
God's Children "thirst after righteousness." According to The Bible, righteousness is God's law, the Ten Commandments: "...for all thy Commandments are righteousness." (Ps.119:172) God's Children love His laws. Obedience to them is love for and toward God... and love for and toward one another. If all the nations of the world thirsted after righteousness... there would be peace in the world.
Jesus Christ is referring to those who seek God's righteousness... to those who seek righteous Godly character and their portion of inheritance in the coming Kingdom of God.
"Let your light so shine before men, THAT THEY MAY SEE YOUR GOOD WORKS, and GLORIFY YOUR FATHER WHICH IS IN HEAVEN." (verse 16) These are the Children of God.
