The NIV says: "They were looking intently up into the sky as He was going, WHEN SUDDENLY two men dressed in white stood beside them." (Acts 1:10)
The Mount of Olives [verse 12], where they were at that time, was a major undertaking that took time and effort to get there [a Sabbath day's walk from Jerusalem, where Jesus told them to hang out until Pentecost]. And up until the moment of Jesus' ascension... it's apparent that the "two men" weren't among them [at least, visibly].
It therefore may be assumed that the "two men" who "suddenly" appeared were "angels."
While most men have difficulty believing in what The Bible says; like the presence and existence of angels... the Bible, nevertheless, refers to them and speaks of them matter-of-factly, and as appearing often as quite the common occurence.
"And the angel of the Lord found her..." (Gen.16:7).
"...I know that thou art good in my sight, as an angel of God..." (I Sam.29:9).
"...Blessed be the God... who hath sent His angel..." (Dan.3;28).
"...And the angel that talked with me said unto me..." (Zech.1:9).

The "two men" who "suddenly" appeared on the Mount of Olives beside the disciples were "two angels" of God.
