The five great powers of the congress of Vienna in 1815 were: Great Britain, represented by Viscount Castlereagh, then the Duke of Wellington after Castlereagh's departure, and then by Earl of Clancarty, after Wellington left to oppose Napoleon during the War of the Seventh Coalition. Russia, represented by Karl Robert Nesselrode and Tsar Alexander I. Prussia, represented by Prince Karl August von Hardenberg, Wilhelm von Humboldt, and King Frederick William III. Ausria, represented by Prince Metternich, and Baron Johann von Wessenberg. France, represented by Charles Talleyrand-Perigord. Three other signatories were Spain, Sweden and Portugal, although these three were not considered great powers at the time.
