The man on the white horse in Revelation 19 is Jesus Christ.

There are TWO different "men on white horses" in Revelation. One is mentioned above in Revelation19... and the other is found in Revelation 6:2.
The one in Revelation 19, as explained above, is the True Christ returning to earth with His saints and angelic army. He is described as: "...His eyes were as a flame of fire, and on His head were many crowns..." [verse 12].
And: "...out of His mouth goeth a Sharp Sword, that with it He should smite the nations..." (verse 15).
The other horseman in Revelation 6 is a FALSE "Christ look-alike."
"...and behold a white horse: and he that sat on him had a bow [not a Sword]; and A crown [not many crowns] was given to him: and he went forth conquering, and to conquer." (Rev.6:2)
Jesus follows the chronology of "His Revelation" [recorded by John] with Matthew's clear explanation of these same end time events, in his 24th chapter; sometimes called the "Olivet Prophecy" by some.
Therefore, the first sign Jesus mentions in Matthew 24, is the description of the Revelation chapter 6's first sign, or 'seal'; the white horse:
"...what shall be the sign of thy coming, and of the end of the world [age]? And Jesus answered and said unto them, Take heed that no man deceive you. For many shall come in My name, saying, I am Christ; and shall deceive many." (Matt.24:4-5)
This description in Matthew 24:4-5 matches the false Christ of Revelation 6:2.
And Matthew's chronological record of Christ's description of His return to earth in verses 30-31 is more in keeping with the record found in Revelation 19.
