The Electoral College is what really decides the presidency. Sadly, the Popular vote is only supposed to persuade your electoral college representative to vote for the dominant side, but in some cases that does not happen
George W. Bush won the 2000 presidential election defeating Albert Gore, Jr. In the 2000 presidential election George W. Bush received 271 electoral votes and Albert Gore, Jr. received 266 electoral votes. The popular vote totals were Gore 50,996,582 and Bush 50,456,062.
The electors, aka the Electoral College (though that term is not used in the Constitution). The US Constitution specifies the number of electors and the way they are to be apportioned among the states. It doesn't explicitly state how the states are to choose their electors. At present, all state choose their electors based on the results of the popular election; in most states it's on a "winner take all" basis, but they're not required to do it that way.
The Electoral College formally elects the President, a few weeks after the popular vote. Electoral votes go state by state, and equal the number of Representatives (aka Congresspeople) in each state. In the case of a stalemate, the United States Supreme Court steps in, and declares a winner. This happened in 2000, to settle the stalemate between Al Gore and George W. Bush.
Because the electoral college is an outdated, easily corrupted system. I truly believe that Bush got elected because of corruption in the voting academy. You see, few people realize that when you vote for a president you are actually voting for a board of of people to decide who you want as your leader. And that's not my opinion, look it up, that is basically all electoral college is.
Al Gore- Bush got in by default due to defects in the system of voting by punch-card, which was pioneered in the 2000 American elections but was too complicated for many ordinary voters to understand. There were also a few states where the result was so close that there had to be a re-count, which it is now believed was flawed due to various underhand dealings on the part of Bush's supporters.

Electoral votes can be fair but also not. For example if you live a democratic state but your a republican your vote doesn't do much and the other way around. But also it gives a whole states vote to one person giving them more points.
