I'd say Germany. On the allied side, New Zealand contributed 15,000 men to this attack, of which 6,000 were wounded and 2,000 killed.

Over half of those killed have no known grave. Although these numbers are tiny in the context of the total casualties, the impact on a country with a comparatively tiny population was huge.
