Osiris and Horus were both gods who were worshiped and decedents of Ra. As well as the pharaoh.
They did not. They were worshiped. The Pharaoh of Egypt ruled.
Each Pharaoh of ancient Egypt was worshipped as the actual "son" of Ra.
Because Menes was an important pharaoh. Menes rulers also worshiped him for his and what he had done for upper and lower Egypt.
Ramses II was an Egyptian Pharaoh. The Egyptians worshiped a pantheon of gods headed by Ra and Osiris. Ramses II worshiped the whole pantheon to one extent or another, as did the population as a whole.

Cleopatra worshiped the Egyptian gods and goddesses, or at least gave lip service to them. as queen and pharaoh she had certain religious rituals to perform.
The Pharaoh was believed to be a descendant of the gods. He was an absolute ruler and was worshiped as a god. Evidence of this are the tombs of the pharaohs; they were entombed with riches and a chariot to carry them on their return to the heavens.
