South Korea- although the North now possesses missile technology sufficient to reach Japan and the North Western USA, South Korea is it's main target.
They would start a war with South Korea first because they have been at each other for many years. If it would be a world war, then I don't know.

Simply, later, USA will ally with South Korea and engage in a war too. By that time, North Korea will have no chance of winning the battle. After the war will be over, I probably think UN will take over the country and manage the land. That's about it.
