I think The Fallen because in the second movie you can see how Megatron is ordered around by The Fallen. In a part of the movie, you can see Megatron kneeling by where The Fallen is sitting and Megatron calls him master or leader. =) Plus, after Optimus Prime gets his extra parts from Jetfire, he slices off Megatron's arm really quick, with almost no effort, but it takes Optimus a longer time to defeat the Fallen.
