It depends whether you mean a man or a politician. In politician ways, definitely Jackson, who is and always will be the most powerful President ever. Whenever there was something wrong in the government, he would get it done, or try his best to. He led the Americans to the Battle of New Orleans where thousands of British were killed and only 13 Americans were killed. If you mean personality, definitely Adams. Adams is the smartest President who ever lived. But he might not be forever. However, it is hard to tell because he did not really do much and he only served as President four years before having a stroke in front of the House of Reps. So there you go.
Obviously Clay did not think that Jackson should be president. He did not think that Jackson had the kind of experience that a president needed and thought the Adams did. He also wanted to be president himself someday soon and knew that Adams would appoint him to the office of secretary of state, which at that time was the stepping stone to the presidency.
John Quincy Adams remained President when Thomas Jefferson passed away. A few hours later, John Adams (Quincy's father) would also pass away. Andrew Jackson was the President after John Quincy Adams.
I think you are confused. Jackson supporters accused Henry Clay of making a deal with John Quincy Adams in 1824. The supposed deal was that Clay got his supporters to support Adams for president over Jackson in exchange for which, Adams would appoint Clay his Secretary of State.
John Quincy Adams was the President when 1829 began but he knew that he would be replaced on March 4 by Andrew Jackson. Jackson took office March 4, 1829 and served the rest of the year. (and until March 4, 1837 )
John Adams (1735-1826) was the President in 1799, and his Vice-President was Thomas Jefferson. If Adams had died, Jefferson would have assumed the Presidency (as he did anyway in 1801).

I am not sure that he originated the cry, but his supporters decribed Adams election as a a corrupt bargain when he appointed House leader Henry Clay as his Secretary of State. In those days, the position of Secretary of State was considered to be a stepping stone to the presidency and was a prime post. Clay essentially made Adams president by getting his supporters in the House to vote for Adams, even though as a Kentuckian, Jackson would be the logical choice for him to support.
