Sadly Mario, Luigi or Bowser wont level up after you beat the final boss (Dark Bowser). After you beat Dark Bowser the game will reset to the spot from where you turned it on. An easy way to level up Mario and Luigi is to fight enemies over and over in the airway. I dont know for sure how to level up Bowser but is has something to do with using The Broggy Bonker attack. I would save before you fight Dark Bowser so your levels wont reset. Good luck with Dark Bowser.

When he does, breath fire on him and the dark star will fall out of his mouth. Then suck him into your stomach battle it as Mario and Luigi. You'll have to do this a few times before you finally defeat it.
