Go to Grand Prix mode. Yes, there is a code. You go to character select. Then you select all the character boxes, and missing characters too. Then you go back. Then you select the character, start the race, and finish the race, too. Then you check. There will be a noise at the start of the first race that tells you the code worked.
You cannot switch characters while in game for Mario Kart DS or Wii. You can choose your character in the selection screen before the race starts though.

To win a race in two seconds would depend on the type of race that you are running. If the race is to see who goes the farthest in two seconds then it is possible to win.
A 70K race would be a race that is 43 miles long. A standard marathon race is 26.2 miles long. There are not very many races that are over 26.2 miles for running.
